Bill was president of DPK Consulting, a firm he co-founded, focusing on development of the rule of law in over 60 countries. Prior to that he had been the Administrative Director of the Courts in California and Kentucky and Circuit Executive for the federal courts in the Ninth Circuit. He served as a mediator for the World Bank/International Finance Corporation Office of Ombudsman for 10 years. He was a member of the National Spiritual Assembly of the Baha'is of the United States for 23 years.
